Recorded Webinar Series: Medicare and the FQHC Behavioral Health Workforce: Expanded Services in 2024

New opportunities are available to FQHCs that provide behavioral health services under the Medicare program beginning in 2024. This training will focus on the new recognition of mental health counselors (MHCs) and marriage and family therapists (MFTs) and the introduction of intensive outpatient (IOP) services in Medicare. Additionally, we will discuss commonly experienced behavioral health compliance “hotspots” for FQHCs in Medicare and billing issues related to the provision of behavioral health services to Medicare-Medicaid dual eligible beneficiaries.

Session 1: MHCs and MFTs as Medicare Clinicians

In the first webinar, we will cover the rules surrounding the introduction of MHCs and MFTs as qualified providers of Medicare FQHC visits. We will explore the definitions of these two clinical professional types, and will answer questions concerning whether and how the MFTs and MHCs must enroll individually, as well as what types of services they will be authorized to provide as an FQHC “visit.” Further, we will address various logistical and compliance issues related to these professionals, including questions related to billing Medicare Advantage (MA) organizations for services provided by MHCs and MFTs; clinician licensure requirements (including the clinical supervision period); providing services to dual eligible beneficiaries; and providing MHC/MFT services via telecommunications or telehealth.

Session 2: IOP, Care Management, and Other New Medicare Opportunities

In the second webinar of the training, we will focus on the intensive outpatient (IOP) program launched for Medicare effective January 1, 2024. We will explore the array of services covered under IOP, billing rules for IOP, and how health centers can best use the talents of their entire behavioral health workforce, including peers and community health workers, to furnish IOP. We will also address the relationship between IOP services and the FQHC cost report; billing for IOP services provided to dual eligibles; and billing Medicare for supplemental payments for IOP services provided to enrollees in an MA plan.
