Successful health center governance starts with a strong and knowledgeable Board of Directors that understands its role in establishing the center’s direction, priorities and general operating policies, as well as overseeing and monitoring operations.

As stewards of the Section 330 funds, it is essential for CHSLV’s Boards of Directors to understand their fundamental legal responsibilities. In this session, Partner Marcie H. Zakheim will address the roles and responsibilities of the Board of Directors, including its general fiduciary duties and specific authorities under the 330-Related Requirements.

Continuous review of Section 330 compliance remains at a premium as Operational Site Visits are conducted at least once per project period with noncompliance findings resulting in serious consequences, including draw-down restrictions and even nonrenewal of the Section 330 grant. Given the increased scrutiny, and the potential consequences of non-compliance, it is crucial that every health center Board of Directors remain vigilant.

This session will focus on the Board of Director’s role in assuring compliance, highlighting key areas of potential risk and exploring emerging patterns from prior HRSA assessments that underscore the agency’s concerns regarding governance. It will also provide an introduction to the review process, including tips on preparing for the review and working with the reviewers while on-site.

In addition, it will cover highlights from the Health Center Program Compliance Manual, offering a primer on complying with core program requirements.
