Beneficiary Inducements & Value-Based Arrangements

Health centers are increasingly held accountable for health outcomes under value-based arrangements with payors.  The use of patient incentives that promote healthy behaviors and preventive services, free transportation services that remove barriers to accessing care, and social supports that address underlying determinants of health may be important tools for health centers seeking to improve health care outcomes.

The federal Beneficiary Inducement Prohibition has long been an obstacle to providers implementing certain beneficial programs for patients.  Due to changes to the Beneficiary Inducement Prohibition, however, providers may now offer a broader range of patient incentives, transportation services, and other items of value to patients, and in some cases, to non-patients who have been assigned by a payor to a provider for primary care services.
