We will also discuss efforts to eliminate this payment, the 2016 CMS guidance on alternative methods, reconciliation issues, and alternatives to consider. Series Description

NACHC and Feldesman Tucker Leifer Fidell, LLP have joined up to create a “Medicaid University,” your one stop shop for all things about the Medicaid FQHC PPS and Alternative Payment Methodologies (APMs).  This series will provide participants with the tools they need to help develop a strong strategy in working with their state and Medicaid partners.

This series of seven webinars will focus on the fundamentals of the Medicaid FQHC payment, covering current law and policy and how it is being applied in the states. Each webinar will address a specific topic, focusing on the policy and legal landscape, and attendees will hear from health center and PCA leaders on their successes and challenges in their states, providing insights to help strengthen your state-based strategies.

Rachael FitzGerald (Kentucky Primary Care Association)

Rachael is the director for member services and federal programs at the Kentucky Primary Care Association, a membership organization made of 89 Clinic organizations, including Community Health Centers and Rural Health Clinics. This is Rachael’s second time working with the PCA and she has been there for four and a half years. Previously, she was Director for a Center for Rural Health and COO/CFO for a Migrant Farmworker Health Center.

MATTHEW FREEDUS (FTLF)

A partner with the firm, Matt represents health centers facing a variety of adverse administrative decisions and legal actions. Defending clients in all phases of administrative and judicial review, from the lowest level up to the Supreme Court, he also represents clients in affirmative litigation against states and other entities. Matt has litigated on behalf of health centers on a variety of issues, including denials of deeming applications and the scope of FTCA coverage for malpractice actions brought against health centers and their providers. [Full Bio]

Susan Sumrell (NACHC)

Susan is the Deputy Director of the State Affairs team at NACHC. Her work focuses on Medicare and Medicaid policy issues - reviewing and analyzing federal and state regulations and policies affecting health centers and advising, state primary care associations, and health centers and NACHC staff on these policies.
