PART II - Establishing Cost-Sharing, Waivers, and Reductions

Part II of this webinar series will explore how the Sliding Fee Discount Program (SFDP) is applied to services provided to health center patients through contractual and referral arrangements, including a discussion of SFDP-related provisions to include in the written agreements for such arrangements.  This session will also address the application and extent of discounts to the out-of-pocket expenses of insured patients and additional waiver and reduction processes beyond the SFDP.

Series Description

One of the main tenets of the Health Center Program is the assurance provided by each health center to its target population and community that no patient will be denied health care services due to an individual's or family’s inability to pay for such services. Design, development and implementation of an effective Sliding Fee Discount Program (SFDP) is vital to meeting this core requirement. However, the recent introduction into health centers’ scopes of more complex services and treatments and the expansion of elements required by the Health Resources and Services Administration (HRSA) have led to a greater degree of difficulty in establishing a SFDP that is reasonable, operative and compliant, while achieving the goals of minimizing financial barriers and ensuring access to care.

This series of four (4) ninety (90) minute webinars will introduce participants to the basic elements of all SFDPs and will provide targeted advice and tips on the application of the SFDP to complicated situations and multi-faceted services.
