As health information exchanges (HIEs) develop on state, regional and local levels, health centers are presented with multiple opportunities to store, access and share patient health information electronically for purposes of treatment, payment and health care operations.  Often health centers are also approached to participate in pilot projects involving the disclosure of patient information to various community partners, state and local governments, foundations and other nonprofits (just to mention a few).  Under the federal confidentiality laws and regulations, health centers are responsible for ensuring disclosures of patient information are permitted, appropriate agreements are in place and compliance is monitored. 

This webinar will provide details on the most common HIE structures and purposes, as well as examples of other health information sharing projects under consideration by health centers.  The webinar will cover HIPAA and 42 CFR Part 2 compliance considerations, including key questions to ask before joining any type of information exchange.

Dianne counsels health centers and other organizations on developing compliance programs that include the OIG’s seven elements, respond to identified compliance risk areas, and reflect the organization’s culture.  Dianne also advises health centers and other organizations on patient privacy and confidentiality, including the HIPAA Privacy Rule and 42 CFR Part 2.  She has experience responding to privacy and security incidents, including determining whether there has been a breach, notifying patients and the government, and creating corrective action plans.
