Are you planning a construction or renovation project for your Head Start program?

When most people hear “construction and renovation projects,” they envision complicated, high-cost undertakings. However, requirements of the Davis-Bacon Act apply to even minor projects, like $2,000 for re-painting a facility. For Head Start programs, it is difficult to what is covered and what is excluded from coverage.

The Davis-Bacon Act is a law that, among other things, applies to contractors and subcontractors performing on federally-funded or federally-assisted contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of public buildings or public works.

These prevailing wage requirements apply to Head Start construction and renovation projects because the Head Start Act incorporates those requirements from the Davis-Bacon Act into the Head Start Act. As a result, Head Start programs must ensure that all laborers are paid “locally prevailing wages” (as defined by the U.S. Department of Labor), even for smaller projects.
