Like all federal grantees, Head Start recipients must confront the Federal Property Standards under the Uniform Guidance anytime they expend federal funds to acquire, construct, or improve any tangible personal property or real property. Doing so creates what is known as a federal interest and documenting and managing the federal interest is critical to avoiding disputes upon disposition. Failure to fully understand the impact of a federal interest could expose your organization to sizable liability and consequences for years to come. In addition to the Federal Property Standards under the Uniform Guidance, Head Start programs must also navigate special property requirements in the Head Start Program Performance Standards. This webinar series will discuss what a “federal interest” is, how it is created, its importance to Head Start programs, and the legal and practical implications of federal interests in the property. 

Throughout the series we will discuss the rules on how Head Start agencies may acquire property with federal funds, how they may permissibly use the property, reporting and maintenance obligations and what happens when they no longer need the property for the original purpose.

We will discuss the SF-428 and SF-429 Forms and explain why carefully submitting these forms can save your program a lot of headaches. We will also discuss the arduous and often time-consuming process under 1303, Subpart E of the Head Start Program Performance Standards. This webinar series is for you, whether your program owns property that already has a federal interest or intends to use federal funds acquire or improve federal property.
