Strategic Planning for Staff Transition and Recruitment

As the Head Start program approaches its sixth decade, many early members of the movement are transitioning out of their leadership roles, making way for the next generation of Head Start directors. How should Head Start leaders capitalize on the wisdom of the first generation to create innovative solutions that address current challenges?

Join FTLF attorneys Edward “Ted” Waters and Nicole Bacon, along with Ann Linehan, former Deputy Director of the Office of Head Start, to hear their thoughts and insight on the changing landscape of Head Start. Be part of the conversation on:

  • Developing the next generation of leaders. As longstanding leaders transition out of their roles, what should Head Start agencies be thinking about to cultivate the skills of new leaders who can meet the challenges of today and the future?  
  • Recruitment, compensation, and retention of qualified staff. Head Start agencies compete for talent with other early childcare providers and school districts more than ever before. We will discuss how Head Start programs can ensure that they have an adequate number of qualified staff, including ideas on how to recruit qualified staff from outside the organization and train existing staff members to advance in their careers within the organization.
  • Responding to limitations in State and Federal funding. In this segment, we will discuss how Head Start agencies can leverage available resources to achieve their future goals.

ANN LINEHAN

Ann Linehan recently retired from her position as the Deputy Director of Office of Head Start (OHS). Ann served as Deputy Director since 2011 and prior to the Deputy position, she held senior management positions in OHS for 15 years overseeing Program Development, Quality Assurance, and Program Operations. Her leadership has been instrumental to improving program performance and increasing federal and local accountability. 

Ann began her federal career in 1992 in Region I as the Head Start Regional Program Manager responsible for Head Start programs in New England. Before joining the federal government, she was the Executive Director of a non-profit agency for nearly a decade that provided Head Start and Child Care services in eight communities in Massachusetts. Ann began her career as a special needs teacher for medically fragile children. She holds a BS in Sociology and Psychology and a Masters in Education from Boston State.

NICOLE BACON

Nicole Bacon, a Partner at Feldesman Tucker Leifer Fidell LLP, works in the firm’s Federal Grants, Litigation, and Health Law practice groups. Nicole offers her clients specialized guidance in compliance with federal grant law including specific programmatic requirements as well as the Uniform Administrative Requirements, Cost Principles and Audit Requirements of Federal Awards. Nicole represents a variety of community-based organizations, before State and Federal courts as well as administrative bodies. [Full Bio]

TED WATERS

Serving as Managing Partner of the firm since 2003, and a member of the Health Law and Federal Grants practices since 1992, Ted is a national authority in the area of federal grants, particularly in the health and community service spheres. He advises clients on all aspects of program requirements, including issues such as cost-based reimbursement, governance, grant administration, cost reporting, and administrative issues and routinely handles challenging issues such as government audits, internal investigations, and litigation. Payment

We accept payment by PayPal, credit card, and check. Payment for any live training is due upon registration. If payment is not received in full prior to the start of the event, FTLF reserves the right to cancel your order and deny you entrance to the training.

Cancellation/Transfer Policy

All cancellation or transfer requests must be received in writing at learning@ftlf.com. Requests for refunds or transfers for in-person events will be granted according to the following schedule:

  • 30 or more days prior to the event, requests for a full refund or a transfer, minus a $75 administrative fee, will be granted.
  • Between 11 to 29 days prior to the event, requests for cancellations will be granted a 50% refund and requests for transfers will be granted, space permitting and subject to a transfer fee.
  • Within 10 days of the event start date, no requests for refunds or credits will be granted. At FTLF's discretion, late transfers may be granted, space permitting and subject to a transfer fee.
