When expending federal funds to acquire property and services, grantees must ensure a certain degree of competitiveness in the process. Nearly all of the requirements within the Uniform Guidance Procurement Standards revolve around the goal of competition. Others further the policy goals of systemic integrity and access to procurement opportunities by all qualified businesses.

This training addresses the key requirements applicable to grantee procurements and is structured to address those requirements generally in the chronological order in which they would be encountered in a grantee’s procurement process.

Scott assists clients with the myriad requirements that apply upon acceptance of federal grant funding, including the administrative requirements and cost principles established in the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), the Office of Management and Budget (OMB) Circulars that preceded the Uniform Guidance, and program-specific statutory and regulatory funding conditions.
