As partners of federal agencies in implementation of federal programs, public and private grantees doing the actual programmatic work across the United States and abroad are often the source of data, input, and innovative concepts undergirding policy choices by Congress and regulatory agencies. At the state, local, and international NGO levels, federal grantees often have a stake in offering policy input in advance of federal decision-making. Yet, as federal grantees and nonprofits generally are well aware, there are limitations – both as grantees and as nonprofits benefiting from a tax-exempt status – on the extent to which they can act to influence federal and state legislation and even, in many cases, state and local executive agency policy.

The scope of these limitations has evolved over time into a relatively arcane mix of rules, with equally complex exceptions. Some actions are simply prohibited, while others are allowed but the cost of engaging in them cannot be charged to federal funds.

In this webinar, we will explain what the rules are – and are not. Knowing where the lines are and understanding practical strategies for documenting and demonstrating compliance over the long term will empower and protect your organization as you and your partners work to support your community.
