SESSION DESCRIPTION

This webinar will provide participants with insights on the status of telehealth in the world of Medicare, Medicaid, and commercial insurances, and how these factors may impact decision-making for health centers. Presenters will also cover how telemedicine contributes to value-based payment initiatives and the potential to increase telehealth reimbursement among prospective payors.

COURSE DESCRIPTION

Telehealth is emerging as a critical component for increasing access to care, promoting cost effective service delivery, and establishing connections with specialty or limited providers. As leaders in providing high-quality, accessible primary care , health centers are exploring the use of telehealth to meet the challenges of serving diverse patient populations with complex needs.

Hosted by the Community Health Care Association of New York State (CHCANYS), this 5-part webinar series will provide the latest information and insights on key telehealth topics including: Telehealth 101, Needs Assessment, Equipment, Operational and Financial Considerations.

Over the course of the series, you’ll hear the legal, political, and operational perspectives from:

  • Attorneys at Feldesman Tucker Leifer Fidell;
  • Finger Lakes Community Health, an innovator in implementing telehealth in the health center setting; and
  • The National Association of Community Health Centers (NACHC) Policy Team.

CARRIE BILL RILEY (FTLF)

Carrie Bill Riley is a Partner in the health law, non-profit and corporate law, and federal grants law practice groups. She counsels a wide variety of health care clients, including Federally Qualified Health Centers and other private and public health care providers, on contracting, regulatory compliance, fraud and abuse, and reimbursement matters. Carrie also provides counsel on  transactional matters, including formation and agreements for multi-provider affiliations/joint ventures, general contracting, and residency training arrangements. Mary Zelazny (Finger Lakes Community Health)

Mary Zelazny began her career in 1989 at Finger Lakes Community Health as a Community Health Worker, expanding into several roles within the organization, including work in program development, finance and administration. Appointed as CEO in 2006, Mary continued to seek opportunities to build on the successes of this growing FQHC. During Mary’s tenure, Finger Lakes Community Health has opened 7 additional health center sites, as well as expanding FLCH’s Migrant Voucher Program into 42 counties of NYS. As the leader of an organization with PCMH Level III 2014 recognition, Mary has promoted the incorporation of a high level of cultural competency of staff, as well as integrating care coordination and technology into primary care that has created new collaborative relationships. This effort has resulted in expanded access and better health outcomes for patients by addressing the many barriers to care that are inherent in rural communities of New York State.

Sirene Garcia (Finger Lakes Community Health)

Sirene Garcia earned her Masters of Science Management degree from Keuka College. Sirene has been working in Telehealth since 2010. Sirene played a pivotal role in helping to bring on new partners and to work with a variety of individuals and agencies that were interested in using technology to expand services. Her work continues today as the Director of Special Programs for Finger Lakes Community Health.


Susan Sumrell (NACHC)

Susan Sumrell is the Deputy Director of State Affairs at the National Association of Community Health Centers (NACHC). Susan’s responsibilities include reviewing and analyzing federal and state regulations and policies affecting health centers, and advising health centers, primary care associations, and NACHC staff on these issues. Her main focus area is health center reimbursement policies, specifically Medicare, Medicaid, and CHIP. Prior to joining NACHC, Susan worked on Capitol Hill.
