The term “Scope of Project” is one of the most complex and misunderstood components of the Health Center Program (HCP).  Yet, according to the Health Resources and Services Administration (HRSA), proper recording of Scope of Project is critical in the oversight and management of all health center organizations – both those funded under Section 330 of the Public Health Service Act and those designated as “look-alikes.” In practical terms, a health center’s Scope of Project forms the framework for its entire HCP, defining the activities supported by its program and corresponding budget, and identifying how and the extent to which programmatic requirements and essential health center benefits such as Federal Tort Claims Act coverage and 340B Drug Pricing eligibility apply. In recent years, HRSA has published numerous scope-related guidance, including descriptor guides that outline the requirements to include specific services and sites “in-scope” and instructional documents to walk health centers through the scope process. Nevertheless, health centers often are in the dark on how to design their Scopes of Project to best fit the needs of their organizations, patients and communities.

This series of four (4) webinars will walk participants through the elements of Scope of Project and the forms to record your scope, and provide targeted advice and tips on how to demonstrate compliance with programmatic requirements and health center-related benefits that are inextricably linked to scope. We will also review certain fundamental principles related to out-of-scope services and activities.  While each webinar can stand alone, we recommend participating in the entire series to understand the full breadth and, yes, “scope” of your Scope of Project!

CARRIE BILL RILEY

Carrie Bill Riley is a Partner in the health law practice group. She counsels a wide variety of health care clients, including Title X grantees and subrecipeints, and other private and public health care providers, on contracting, regulatory compliance, fraud and abuse, and reimbursement matters. Carrie also provides counsel on transactional matters, including formation and agreements for multi-provider affiliations/joint ventures, general contracting, and residency training arrangements. A partner at the firm, Marcie specializes in health care law, particularly in the areas of federal grants, grant-related requirements and grants management related to the federal health center program.
