(Recorded Webinar) Change in Scope


Fifth in the Medicaid University series, this session will discuss the most important requirement for keeping your rate up-to-date. Under federal Medicaid law, a PPS rate (essential even if you operate under an APM) must be adjusted annually for two things: 1) inflation through the MEI and 2) for changes in your delivery of health care services, generally referred to as “changes in scope.” These changes are not to be confused with changes in the scope of your Section 330 grant. They are changes in the “type, intensity, duration and/or amount” of Medicaid-covered services provided by your Health Center. We will discuss why pursuing these changes are crucial to your Health Center’s long-term financial health and thoughts about how to navigate an often vague or cumbersome process.

Series Description

NACHC and Feldesman Tucker Leifer Fidell, LLP have joined up to create a “Medicaid University,” your one stop shop for all things about the Medicaid FQHC PPS and Alternative Payment Methodologies (APMs).  This series will provide participants with the tools they need to help develop a strong strategy in working with their state and Medicaid partners.

This series of seven webinars will focus on the fundamentals of the Medicaid FQHC payment, covering current law and policy and how it is being applied in the states. Each webinar will address a specific topic, focusing on the policy and legal landscape, and attendees will hear from health center and PCA leaders on their successes and challenges in their states, providing insights to help strengthen your state-based strategies.

KATHY GHILADI (FTLF)

Kathy is a Partner in Feldesman Tucker’s health law practice group. In the area of health law, Kathy’s practice focuses on government-sponsored health care programs such as Medicaid, CHIP, Medicare, and the Affordable Care Act, with an emphasis on payment/reimbursement and compliance-related issues. Kathy also represents clients in government investigations and audits, litigation before federal and state courts, as well as in administrative appeals with the U.S. Department of Health and Human Services Departmental Appeals Board (DAB) and Provider Reimbursement Review Board (PRRB). She provides reimbursement counseling (including identification, reporting, and repayment of overpayments) with respect to Medicare, Medicaid, and private third-party payors. [Full Bio]

Abby Painchaud (NACHC)

Abby recently joined NACHC’s State Affairs Team as the Program Associate where she manages PCA communications, Medicaid University, and related projects. Abby is currently developing a chartbook to highlight PCA data including Medicaid FQHC payments, state funding, telehealth, and more.

Susan Sumrell (NACHC)

Susan is the Deputy Director of the State Affairs team at NACHC. Her work focuses on Medicare and Medicaid policy issues - reviewing and analyzing federal and state regulations and policies affecting health centers and advising, state primary care associations, and health centers and NACHC staff on these policies.

Libby Thurman (Tennessee Primary Care Association)

Libby Thurman is the Health Policy Director at the Tennessee Primary Care Association. In this role, she leads the Association’s policy and government relations efforts, as well as overseeing the Association’s communications program.
