Introduction to the Series; Governing During the COVID-19 Public Health Emergency

This training will begin with a broad introduction of the webinar series, with a brief summary of the Health Center Program’s history and the central role of the volunteer community-based governing board.  The training will then focus on pressing governance matters related to the coronavirus (COVID-19) public health emergency.  Specifically, COVID-19 has had a profound impact on health center operations.  Many health centers have had to reduce certain services, add temporary sites, rapidly adopt telehealth modalities, and furlough staff.  Health center boards have had to adapt to a new virtual environment and shoulder additional responsibilities, while maintaining oversight of operations in compliance with Section 330 program requirements, as well as other federal, state, and local laws.  During this webinar, presenters from FTLF will discuss multiple dimensions of good governance during this time of crisis.  Applying “on the ground” examples, the presenters will describe common COVID-19 related governance questions, as well as tips to maintain compliance and the board’s continued oversight and direction.

After this webinar, you will be able to:

  • Evaluate how federal and state agency pronouncements of flexibility may impact the governing board’s activities during the COVID-19 public health emergency;
  • Understand a health center board’s responsibilities and duties for the duration of the public health emergency; and
  • Identify common pitfalls and implement potential solutions to governance challenges during the COVID-19 public health emergency.

JACKI LEIFER

A Senior Partner at the firm, Jacki counsels national, regional, and state primary care associations and serves as General Counsel to the National Association of Community Health Centers (NACHC). She has provided training to tens of thousands of health center Boardmembers over the course of four decades and has advised hundreds of federally qualified health centers and other community-based health care providers, health center controlled networks, and managed care companies. Jacki handles a variety of corporate matters, including corporate formation and restructuring, consolidations, and affiliations between and among FQHCs, local health departments, health systems, hospitals, rural health clinics, private group practices, oral health providers, and behavioral health providers. She also helped create the graduate healthcare compliance certificate program at George Washington University, where she is a Professorial Lecturer. [Full Bio]

CARRIE RILEY

Carrie Riley is a Partner in the health law practice group. She counsels a wide variety of health care clients, including Title X grantees and subrecipeints, and other private and public health care providers, on contracting, regulatory compliance, fraud and abuse, and reimbursement matters. Carrie also provides counsel on transactional matters, including formation and agreements for multi-provider affiliations/joint ventures, general contracting, and residency training arrangements. Prior to going to law school, Carrie worked at a Title X regional training center for several years.  [Full Bio]
