ERSEA FAQs (Recorded Series)

Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) requirements have long-confused Head Start programs. For some provisions, the language alone is intricate and tricky to understand, but even those rules that appear straightforward can be difficult to implement and apply to real-life situations.

We have been training Head Start programs on the ERSEA requirements for many years and, after each training event, we often hear multiple follow-up questions on how to implement and apply the ERSEA rules.

The “E’s” of ERSEA seem to cause the most anxiety:

  1. Eligibility: These requirements gained even more emphasis after the 2010 GAO Report that encouraged the Head Start community to make sure that staff understood the nature and seriousness of the eligibility determination process.
  2. Enrollment: Enrollment PI has placed more pressure on Head Start programs to work even harder to maintain full enrollment or risk facing huge financial consequences.
Over the years, we have logged the many ERSEA questions we have received, and, in this series, we will review the answers to those thorny questions that might be keeping you up at night as well as responses to the questions you didn’t even know you had.
