Continuous Compliance Series

With the release of the Health Resources and Services Administration (HRSA) Health Center Program Compliance Manual in 2017, FQHCs were ushered into a new era of health center compliance. The new Manual reaches beyond the longstanding “19 program requirements” and identifies over 90 distinct required compliance elements. To address all of these elements, health centers need robust policies, procedures, and systems to monitor and report on these compliance elements and improve performance on an ongoing basis.

Gil Bernhard, CPA (CohnReznick)

Gil Bernhard, CPA, is a partner with CohnReznick and is based in thier New York office. Gil concentrates on healthcare audit, financial management, and reimbursement issues. His clients include Federally Qualified Health Centers (FQHCs), behavioral healthcare organizations, AIDS/HIV agencies, healthcare trade associations, and other related not-for-profit and for-profit health corporations. In addition, as a member of CohnResnick's Not-for-Profit and Education Industry Practice with more than 25 years of experience in public accounting, Gil has broad capabilities in Government Auditing Standards and Federal Single Audit under the Uniform Guidance (formerly OMB Circular A-133). Gil also consults on internal controls and accounting systems for health centers and other not-for-profit healthcare corporations.

Steven D. Schwartz (CohnReznick)

Steven D. Schwartz, CPA, is a partner with CohnReznick, leads the Healthcare Industry Practice in our New York offices, and is a member of the Firm’s Not-for-Profit and Education Industry Practice. With nearly 20 years of experience in the healthcare field, Steve concentrates his practice on serving FQHCs. Delores Di Re (CohnReznick)

Dolores Di Re is a senior manager in CohnReznick’s Healthcare Industry Practice. She has almost 20 years of experience working in the healthcare industry, for which she has provided revenue cycle and compliance services to Federally Qualified Health Centers (FQHCs), ambulatory care providers, and hospitals. Dolores also has extensive knowledge of federal and state reimbursement, and considerable experience in assisting clients with account receivable management, the identification and implementation processes for reducing denied claims, and the optimization of revenue by evaluating existing charge capture processes.


Daniel T. Dey, MBA, FACHE (HRSA Consultant)

Dan Dey has been the President. CEO of Northern Oswego County Health Services, Inc. dba ConnextCare since 2007. ConnextCare is a Federally Qualified Community Health Center (FQHC) serving over 30,000 patients annually. Dan has been engaged in the community health center movement for 30 years and has served on the board of CHCANYS as well as NACHC Committees on Health Policy and Health Care Financing. Dan serves as a consultant to HRSA through its contract with Management Solutions Consulting Group. He conducts Operational site visits and provides technical assistance in the areas of governance, administration and management, financial operations and strategic planning.

David Adams (HRSA Consultant)

David Adams is the President and CEO of Health Care and Management Strategies, LLC. Since 1989, David has worked with hundreds of grantees through involvement in various technical assistance projects both privately and on behalf of the Bureau of Primary Health Care. As a health care consultant, he performs Operational Site Visits and provides other Technical Assistance to Federally Qualified Health Centers. Since 2011, he has served as a consultant reviewers for FTCA Deeming Applications, performing site visits to verify and provide Technical Assistance to grantees. Historically, Mr. Adams has worked with Primary Care Organizations making presentations relative to HRSA’s 19 Program Requirements, FTCA Deeming, Quality Improvement, Credentialing and Privileging, as well as Governance and Administration topics.


Molly Evans (FTLF)

A partner in the firm’s health law practice group, Molly advises health centers on the management of clinical, employment and workforce-related risks, with a particular focus on professional liability, Federal Tort Claims Act, and HIPAA matters. From her experience as both a private attorney and in-house counsel, Molly knows the importance of managing liability and risk issues in mission-driven organizations. [Full Bio]

Marcie Zakheim (FTLF)

A partner at the firm, Marcie specializes in health care law, particularly in the areas of federal grants, grant-related requirements and grants management related to the federal health center program. Health centers turn to Marcie as a resource for knowing not only the letter of the law, but also the likely interpretation of requirements by federal policymakers, including the Health Resources and Services Administration (HRSA).
