This webinar, presented by Ann Linehan, a former senior official with the Office of Head Start, and FTLF Managing Partner Ted Waters, will look at sticky relationship issues between federal officials and Head Start programs. Drawing on her decades of inside experience as a federal official, Ann will provide insight on common questions, such as what is the best way to approach your Regional Office (RO) staff with an issue? What are their concerns and goals? What are reasonable expectations for a grantee? What is not a good idea when dealing with your RO?   Pulling from 30 years of experience working with grantees, Ted will give his perspective on the other side, including lessons learned, strategies to avoid, and why “going along to get along” will eventually have adverse consequences.

ANN LINEHAN

Ann Linehan recently retired from her position as the Deputy Director of Office of Head Start (OHS). Ann served as Deputy Director since 2011 and prior to the Deputy position, she held senior management positions in OHS for 15 years overseeing Program Development, Quality Assurance, and Program Operations. Her leadership has been instrumental to improving program performance and increasing federal and local accountability. 

Ann began her federal career in 1992 in Region I as the Head Start Regional Program Manager responsible for Head Start programs in New England. Before joining the federal government, she was the Executive Director of a non-profit agency for nearly a decade that provided Head Start and Child Care services in eight communities in Massachusetts. Ann began her career as a special needs teacher for medically fragile children. She holds a BS in Sociology and Psychology and a Masters in Education from Boston State.

TED WATERS

Serving as Managing Partner of the firm since 2003, and a member of the Health Law and Federal Grants practices since 1992, Ted is a national authority in the area of federal grants, particularly in the health and community service spheres. He advises clients on all aspects of program requirements, including issues such as cost-based reimbursement, governance, grant administration, cost reporting, and administrative issues and routinely handles challenging issues such as government audits, internal investigations, and litigation. Ted's priority is to help each organization carry out its mission by offering practical, down-to-earth counsel and to ensure that legal challenges do not distract from that focus. [Full Bio]
