Industry Update: New Opportunities in the CCBHC Program

Certified community behavioral health clinics (CCBHCs) are clinics that, among a variety of program requirements, furnish a wide array of outpatient behavioral health services and serve all consumers regardless of ability to pay. There are two major CCBHC programs: a Medicaid demonstration and individual grants issued by the Substance Abuse and Mental Health Services Administration (SAMHSA) to clinics. March 2023 featured developments in each area. First, SAMHSA recently awarded planning grants to 15 State Medicaid agencies to compete to be one of 10 new CCBHC demonstration States in 2024. Additionally, last month, two SAMHSA funding opportunities were announced, under which individual providers would use grant awards to build or improve their CCBHC model.

In this webinar, FTLF Partner Susannah Vance Gopalan will describe what we can expect from planning grant States’ efforts to develop CCBHC demonstration programs, as well as the projects that individual CCBHC expansion grantees will carry out under those awards. She will also summarize certain recent changes to SAMHSA’s CCBHC “Criteria” (program requirements).

Susannah Vance Gopalan is a Partner in the firm’s health law practice group where she focuses on health care litigation and regulatory counseling, with a focus on Medicaid and Medicare payment, financing, and compliance issues. She has experience negotiating Medicaid waivers and managed care arrangements on behalf of providers, provider associations, and governmental entities.
