As many health care organizations know first-hand, confusion has reigned on proper use of the Provider Relief Fund (“PRF”).  In mid-June, HRSA issued new reporting requirements and FAQs, and on July 1, the Provider Relief Fund (PRF) reporting portal opened.  Among the significant changes were:

  1. Period of Availability of Funds is now based on the date PRF payments were received
  2. An extension of the period availability, but only for PRF payments made after July 1, 2020; earlier payments must still be used prior to June 30, 2021
  3. 90-day reporting period, so for payments prior to July 1, 2020, reports must be submitted by September 30, 2021
  4. Clarification on the definition of “lost revenue” (a favorable one this time)
  5. Confusing language on the use of federal grant funds and offsetting “patient care” revenue
