Time and Effort in the Time of COVID-19

Even in times of emergency, all federal grant funds come with strings attached. One of the highest risk areas is "time and effort," or, how programs track and charge for employee time. 

Recently, HRSA updated its guidance for the use of H80, H8D, and H8C funding, which included the following recommendation:

During the COVID-19 public health emergency, internal controls over time and effort documentation and reporting under 45 CFR 75.430 may be adjusted for staff unable to report for work. However, recipients must document that that they are following their organizational policy for charging salaries during unexpected and extraordinary circumstances, and they must be able to substantiate federal funds expended in accordance with HRSA guidance as adopted and permitted under OMB memoranda M-20-11 and M-20-17.

Developing, implementing, and maintaining a personnel activity reporting system that complies with federal rules and requirements is challenging, but even more so when you introduce multiple funding streams. This webinar will provide clear and practical explanations of time and effort reporting responsibilities to help improve your compliance with these federal requirements, with a particular focus on all the new funding opportunities related to the COVID-19 public health emergency. We will review the requirements for charging personnel costs to your federal awards and discuss what implementing policies should include (e.g., policies on working from home and/or extraordinary circumstances). 

Time and effort findings were one of the top issues for Health Centers coming out of the American Recovery and Reinvestment Act of 2009. The main goal of this webinar is to help you understand your time and effort responsibilities this time around in order to avoid repeating the past.
